Fifth President of the Republic of the Philippines
May 28, 1946 – April 15, 1948

Manuel Roxas was born on January 1, 1892 to Gerardo Roxas, Sr. and Rosario Acuna in Capiz City and now named after him as Roxas City. Roxas was married to Trinidad de Leon Roxas and had two children, Ruby and Gerry who also became a Senator.

Manuel Roxas entered the polictics in 1917 when he was appointed as municipal mayor of Capiz, and then, he was elected as Governor of the province in 1919. In 1922, he represents their province to the Philippine Legislature where he became the Speaker of the House of Representatives until 1934. He was among the Filipino leaders who resigned in protest against American Governor-General Leonard Wood. He serves Quezon Administration as Secretary of Finance from 1938 to 1941 before he was elected as senator and became the Senate President.

He also marked as collaborators like Jose Laurel during World War II while secretly supporting the guerilla movement. At the end of the war, he ran for president and won. On July 4, 1946, the Philippines gained its Independence and Roxas became the first president of the Third Republic of the Philippines.
While giving a speech at the Clark Air Force Base on April 15, 1948, Manuel Roxas had a heart attack and died at the age of 56. He was succeeded by his Vice President, Elpidio Quirino.
